Zusammenfassung
Im Zentrum des wissenschaftlichen Werks von Manfred Rose steht vor allem sein Einsatz für die Idee und die praktische Verwirklichung eines konsumorientierten Einkommensteuersystems. Unzählige Aufsätze in wissenschaftlichen Zeitschriften, zahllose Vorträge und letztlich auch seine praktische politische Beratungstätigkeit sind diesem Ziel gewidmet. Herausragend unter seinen vielen Vorstößen zur praktischen Umsetzung einer konsumorientierten Einkommensteuer, die inzwischen auch unter dem eingängigen Label „Einfachsteuer“ bekannt ist (s. z. B. Rose 2002 oder 2003, S. 367 ff.), ist die prägende Gestaltung des kroatischen Steuersysterns durch Manfred Rose und die mit ibm verbundenen Wissenschaftler.
