Zusammenfassung
Mit viel Lob wurden die Empfehlungen der Brahimi-Kommission zur Verbesserung der UN-Friedenseinsätze bedacht, als sie Ende Juli 2000 von Generalsekretär (GS) Kofi Annan der internationalen Öffentlichkeit übergeben wurden.1 Dann setzte ein zähes Ringen um ihre Verwirklichung ein. Eine unüberwindbare Kluft zwischen den Ländern des Nordens und des Südens bei der Fortentwicklung von Friedenseinsätzen und der Vereinten Nationen schien sich aufzutun.
