Zusammenfassung
Die Anpassungsfähigkeit einer Volkswirtschaft wird entscheidend dadurch beeinflußt, daß Mechanismen existieren, die bei Änderung von Parametern knappe Ressourcen neuen Verwendungszecken zuführen. Das Eingangszitat weist darauf hin, daß eine Reallokation von Arbeitskräften hierbei besondere Fragen aufwirft. Von Interesse ist, inwieweit Arbeitsmärkte eine Anpassung an strukturelle Veränderungen unterstützen; zu untersuchen ist dabei, welche Hindernisse sich für eine effiziente Allokation ergeben können.
„A structural process of this type evidently poses innumerable problems, owing to the fact that labour is inseparable from people and division of labour and specialisation are inseparable from technical progress. The structural dynamics of employment therefore pose grave problems both to the firm and to individuals. It takes time and investment for a firm to train personnel. If a man is to be transferred from one job to another, most of his previous training is lost, potential efficiency is wasted and fresh training, i. e. supplementary capital funds and time, are required.
