In Abschnitt 9 liegt das Schwergewicht auf politischen Überlegungen. Es beginnt mit der Aufgabe, vor der die Bundesrepublik heute steht (Abschnitt 9.1.). Als nächstes wird eine Bilanz der theoretischen Untersuchungen gezogen, im Hinblick auf Lohnpolitik, Geldpolitik, Wechselkurspolitik und Fiskalpolitik (Abschnitt 9.2.). Als Lösung empfiehlt sich schließlich ein neuer, ein größerer Solidarpakt (Abschnitt 9.3.).
