Abstract
A whole range of — especially international — organizations (such as the United Nations and its special organizations, the Organization for Economic Development and Cooperation, and the World Bank) have been dividing the world’s countries into groups for a number of years now.2 The World Bank distinguishes five groups of countries, for example in its World Development Reports3: low-income countries (per capita GNP≤US$ 425 in 1986); middle-income countries (>US$ 425); high-income oil exporters; industrialized countries (high-income economies); and non-reporting nonmembers (centrally-planned economies). In addition, there exist within the low- or middle-income countries other groups of countries, which are partly overlapping: oil exporters, exporters of industrial products, highly indebted countries, Sub-Saharan Africa.
