Abstract
This paper discusses the optimal pricing rule for a compound economy in which public and private firms coexist. A generalized Ramsey pricing model is introduced which is, in comparison with the traditional Ramsey model, characteristic of the mixed maximization of social welfare and self profits, returns to scale specific to good and exogenous price constraints. Finally, its applications to Chinese postal and telecommunications services are provided.
