Abstract

Complementary to the preceding chapter, where we analyzed the implications of carbon/energy taxes on economic performance and CO2 emissions, we now consider tradeable CO2 permits as the key instrument of abatement policy. The main advantage of permits as compared to taxes is that they can guarantee the achievement of exogenous abatement targets simply by restricting the amount of issued emission rights to the desired overall emission level.
