Zusammenfassung
Untersucht werden Ansatzpunkte für eine gesamtwirtschaftlich angemessene Würdigung der allokativen Relevanz von Innovationen im Intermediationsprozeß und ihrer geldpolitischen Implikationen. Als gemeinsames Konstruktionsprinzip dieser Innovationen läßt sich das “Debundling” identifizieren. Swaps, Zerobonds oder Zinsterminkontrakte lassen sich als originäre Bestandteile eines konventionellen Festzins-Buchkredits darstellen, dessen (mit den Konditionen) für die Zukunft vereinbarten Zahlungsströme hinsichtlich Betrag, Währungsdenomination oder Sicherheitsgrad als eigenständige Instrumente handelsfähig werden. Mit Hilfe der neuen Produkte wird die für die Allokationseffizienz wichtige Losgrößen-, Fristen- und Risikotransformation durch den Intermediationssektor erleichtert und das Marktergebnis der kompetitiv optimalen Lösung nähergebracht. Dieser positive Allokationseffekt wird durch die produktivitätssteigernde Wirkung der neuen Informationstechnologien zusätzlich verstärkt. Eine Beeinträchtigung der Geldmengensteuerung ist nicht zu erwarten, doch tragen Finanzinnovationen zur Transmission monetärer Impulse insoweit bei, als sie als zusätzliche Träger von Marktsignalen (hinsichtlich Arbitrage und Spekulation) fungieren. Das Störpotential geldpolitischer Unstetigkeit wird auf diese Weise abgeschwächt.
Summary
We analyze aspects of an adequate macroeconomic evaluation of the allocative relevance of innovations in the intermediation process and their implications for monetary policy. The construction principle common to these innovations can be identified as the phenomenon of “debundling”. Swaps, zerobonds and interest rate futures can be viewed as original elements of conventional bank credits at fixed interest rates, where contractually (within the conditions) fixed income streams become tradable with respect to their sub-elements: the amount, the currency denomination and the degree of safety. By way of these new products the transformation of scale, time structure and risk by the intermediation sector — being relevant for the efficiency of allocation — becomes easier and the market results come thus closer to the competitive optimum. These positive allocation effects are reinforced by the productivity-augmenting effects of the new information technologies. Adverse effects on central banks’ monetary control policy are not be expected. However, financial innovations affect the transmission of monetary impulses, because they work as additional transmittors of market signals (for arbitrage and speculation). The disturbance effects of discretionary monetary policy is thereby reduced.
Streszczenie
W artykule poddano analizie ogolnogospodarcza ocene alokacyjnego znaczenia innowacji w procesie intermediacyjnym i jego skutkow w zakresie polityki pienieznej. Wspolna zasada konstrukcyjna innowacji finansowych jest “Debundling”. Transakcje “Swap”, bony zerowe, terminowe kontrakty procentowe mozna przedstawic jako podstawowe czesci skladowe konwencjonalnego kredytu ze stalym oprocentowaniem. Platnosci ustalone na przyszlosc (suma, rodzaj waluty, stopien ryzyka) moga byc — jako samodzielne dobra finansowe- przedmiotem transakcji kupna sprzedazy. Nowe produkty finansowe pozwalaja na osiagniecie wyzszej efektywnosci alokacji (transformacja wielkosci seni, terminy i ryzyko) w sektorze intermediacyjnym. Otrzymany rezultat rynkowy jest zblizony do optymalnego rozwiazania w warunkach konkurencji. Pozytywne efekty alokacyjne beda zwiekszone przez oddzialywanie na zwiekszenie wydajnosci nowych technologii informacyjnych. Nie oczekuje sie pogorszenia sytuacji w zakresie sterowania iloscia pieniadza, ale innowacje finansowe zwiekszaja impulsy monetarne, jako, ze sa podstawa sygnalow rynkowych w zakresie arbitrazu i spekulacji. Mozliwosci powstania zaklocen wywolanych przez niestabilna polityke pieniezna zostaja w ten sposob ograniczone.
