Zusammenfassung
Die Innovationspolitik der DDR ist durch die in realsozialistischen Staaten charakteristischen Grundstrukturen und eine verstärkte Rolle der Kombinate im besonderen bestimmt. Die Rohstoffknappheit setzt die DDR den Einflüssen des Weltmarkts besonders aus; gleichzeitig besitzt die ideologische Festlegung auf den Sozialismus einen höheren Stellenwert als Staatskonstituante als in den übrigen RGW-Staaten. Die DDR-Führung versucht intensiv, die DDR-Wirtschaft an den sich beschleunigenden Prozeß der wissenschaftlich-technischen Revolution anzupassen. Grunsätzliche und strukturelle Probleme dabei sind: die letztendliche Nichtplanbarkeit der schöpferischen Leistung des Menschen; die Beharrungstendenzen der Planbürokratie und der Betriebe; die unzureichenden ideellen und materiellen Anreize für innovatives Verhalten. Die Neuererbewegung setzt z.B. meist zu kurz an; der Weltstandard wird häufig als Richtschnur zu wenig beachtet. Die ökonomischen Veränderungen infolge der technisch-wissenschaftlichen Revolution ziehen erhebliche soziale Folgen nach sich, die die DDR durch die Integration von Innovations-und Sozialpolitik zu meistern versucht. Ohne Weiterentwicklung der sozialistischen Demokratie zu mehr Selbstverwaltung kann der Intensivierungsprozeß der DDR-Volkswirtschaft nicht gelingen.
Summary
The innovation policy of the GDR is characterized by the basic structures characteristic for real-socialist systems and the reinforced role of the conglomerate “combinates”. The lack of natural resources exposes the GDP particularly to the influences of the world market. At the same time the ideology plays a more important role as a state pillar than in other CMEA countries. The political administration of the GDR tries intensively to adjust the economy of the GDR to the requirements of the accelerating process of the scientific and technological revolution. Basic and structural problems are: the ultimate impossibility to plan man’s create potential; the rigidigty of the planning bureaucracy and of the enterprises; the lack of material and immaterial incentives for innovative behavior. Eg the “Neuerbewegung” (innovators’ campaign) is not comprehensive enough and international standards are often not taken into account. Economic changes as a consequence of the techno-scientific revolution have considerable social impacts with with the GDR tries to cope by a combination of innovation policy and social policy. Without a development of the socialist system towards more democary and self-government the process of intensivation cannot succeed in the economy of the GDR.
Streszczenie
Polityka innowacyjna NRD okreslona jest przez podstawowe struktury organizacyjne, typowe dla krajow realnego socjalizmu, w szczegolnosci zas przez duze znaczenie kombinatow. Niewielkie zasoby podstawowych surowcow powoduja, ze NRD jest bardzo uzalezniona od wplywu rynku swiatowego; przyjeta ideologia socjalistyczna ma w NRD wieksze znaczenie jako czynnik konstutuujacy panstwo, niz w pozostalych krajach RWPG. Przywodcy NRD podejmuja intensywne proby przystosowania gospodarki do postepujacej w przyspieszonym tempie rewolucji naukowo-technicznej.Do problemow o charakterze podstawowym i struktu-rainym naleza: niemoznosc zaplanowania do konca wysilku tworczego ludzi; tendencje do usztywniania biurokracji w aparacie planistycznym i w przedsiebiorstwach; niedostateczne bodzce ekonomiczne i pozaekonomiczne sty, mulujace innowacyjnosc. Ruch wynalazczy nie jest dostatecznie dobrze zorganizowany; standard rynku swiatowego jest zbyt rzadko przyjmowany jako punkt orientacyjny. Zmiany ekonomiczne na skutek re-wolucji naukowo-technicznej wywoluja powazne skutki spoleczne, ktore probuje sie w NRD opanowac przy pomocy polaczenia polityki innowacyjnej z polítyka spoleczna. Proces zintensyfikowania gospodarki NRD nie jest mozliwy bez dalszego rozwoju socjalistycznej demokracji w kierunku zwiekszenia znaczenia samorzad-nosci.
