Investitionsineffektivität und Innovationsprozess: Erfahrungen Ausgewählter RGW-Länder und der Wirtschaftsreform in Polen

Zusammenfassung

Es werden die beiden Hauptfaktoren analysiert, die über das technische Niveau und die Wettbewerbsfähigkeit der sozialistischen Wirtschaft entscheiden: der Realisationszyklus von Investitionen und der Anpassungsgrad der Investitionsaktivitäten an den Einsatz von Innovationen. Auf Basis der für mehrere RGW-Länder zusammengestellten Daten wird die vermeidbare Verlängerung der Investitionszyklen im traditionellen Anweisung-Zuteilungssystem der sozialistischen Wirtschaft dargestellt. Die Hauptursache dieses Phänomens war der Investitionsdruck. Aufgrund der Analyse der polnischen Wirtschaftspraxis unter den Bedingungen der Wirtschaftsreform 1982–85 werden die Hauptursachen des Mangels an quantitativen Anpassungen der Investitionssphäre in den ersten Jahren der Wirtschaftsreform dargestellt: ungünstige Ausgangsbedingungen der Reform, fehlende Konsequenz im Prozess ihrer Umsetzung sowie ungenügender Umfang der Wirtschaftsreform.

Summary

We analyze the two factors that are decisive for the technological level and the international competitiveness of the socialist economy: the long realization periods for investment projects and the adaptiveness of investment activities with respect to innovations. Based on data for several CMEA-countries we describe the avoidable extension of the investment cycle in traditional administered command economy of the socialist economy. The main source for this was the pressure for investment. Based on the analysis of the Polish economic reform 1982–85 we describe the main sources for the lack of quantative adjustment in the sphere of investment in the first years of the economic reform: unfavorable initial conditions for the reform, insufficient consequency in the process of realization and a too narrow scope of the economic reform.

W opracowaniu rozpatruje sie czas realizacji podejmowanych inwestycji jako istotny, obok stopnia powiazania dzialalnosci inwestycyjnej z wdrazaniem innowacji, czynnik determinujacy poziom nowoczesnosci i konkurencyjnosci danej gospodarki. Na podstawie zebranych dla poszczegolnych krajow danych statystycznych autor przedstawia nadmierne wydluzanie sie cykli realizacji inwestycji w tradycyjnych, nakazoworozdzielczych, systemach gospodarki socjalistycznej, wskazujac, jako podstawowa przyczyne negatywnych zjawisk w tym zakresie wystepowanie, charakterystycznego dla tych systemow, zjawiska presji inwestycyjnej.Na podstawie, dokonanej na tie zalozen reformy gospodarczej, analizy praktyki gospodarczej w Polsce w latach 1982–85, jako podstawowe przyczyny braku jakosciowych zmian w sposobie funkcjonowania sfery inwestycyjnej w pierwszych latach wdrazania w Polsce reformy, autor wskazuje: niekorzystne uwarunkowania wyjsciowe reformy, brak konsekwencji we wdrazaniu jej zalozen oraz niedostateczny zakres wprowadzanych zmian.
