Abstract
It is just over four years since OFTEL came into existence. That is a short time in which to form any conclusive judge-ment on the effects of the regime. Telecommunications networks take time to develop and markets linked to those networks can be comparatively slow to change. Many of the benefits we expect to see from the competition, which it is a major part of OFTEL’s function to promote, have still to become clearly evident. Nevertheless, we regard the results so far as strongly positive; and in this paper I will be endeavouring to explain why.
