Abstract
Governments throughout Western Europe now look to the service sectors of their economies to provide the jobs that will reduce the high levels of registered unemployment of the mid eighties. It is recognised that a strong resurgence of job availability in the manufacturing sectors of these economies, even with sharp increases in output is extremely unlikely. At the same time, many governments are seeking to hold back employment in the public sector in state industries and in local and central government services. Private sector service employment seems to offer the only route to a fully utilised labour force.
