Abstract
In 1973 there were 687,000 German and foreign students enrolled in German universities. This amounted to 452% of the 1952 enrollment. The percentage of grade school students that continue their education in high school and of high school students that want to get a college degree has increased over the past years and is expected to increase further. This is due to the impact of state and federal education policy. The trend is shown in table 1 which gives the number of students in Western Germany between 1978 and 1995. These figures are computed on the assumptions that the share of students entering a university to the total number of people in the age bracket continues to increase from 20% in 1975 to 30% in 1995 and that the average period of studies remains constant at the 1973 average of 5.7 years.
