Abstract
An experiment with PPBS at a university has not rendered any valid base of knowledge for a decision as to whether PPBS is a suitable instrument for control of higher education and research. This is due mainly to gaps or mistakes in the implementation of the experiment. Some conclusions may be drawn, in principle, however.
The case study on experimental application of PPBS in a university environment represents (a very preliminary) one in a series of cases, in support of a (still more preliminary) manuscript of Evaluation Research on Administrative Reform.
