Abstract
In the Federal Republic of Germany, the introduction of the second amendment to the health insurance law considerably extended the responsibilities of health insurance agencies with regard to measures for the prevention and early detection of illnesses. As of July 1, 1971, this amendment became effective making a programme for the early detection of cancer an obligatory part of the health policies of official health insurance agencies. One of the parts of this programme, the examinations of women for cervical cancer, has been the object of much discussion concerning its effectiveness.
