Abstract

A handoff decision scheme of heterogeneous wireless networks should be comprehensively considered with application quality of service (QoS) requirement, service fee, user preference, mobile terminal condition and access network condition, so as to make users and network providers achieve a win-win situation. With the knowledge of fuzzy mathematics and microeconomics introduced, the influence factors are characterized, and a multi-objective genetic algorithm based handoff decision scheme with always best connected (ABC) supported is proposed. Simulation results show that the proposed scheme is effective with excellent performance.
