Abstract
This chapter addresses the following research question: “How should the context, within which the diffusion of energy-efficient renovations takes place, be described in order to guide subsequent systems modeling” In order to answer this question, this chapter provides a broad literature review. It begins with a discussion of the broad context (climate change and energy) and subsequently narrows the focus to the specific context of the issue under study (energy-efficiency in the renovation of multifamily buildings). Instead of remaining purely descriptive, this chapter analyses to what degree the issue under study constitutes a societal problem situation. Based on this analysis, the research gap of the study emerges in greater detail. Now, it becomes evident that a dynamic, holistic perspective promises practically relevant knowledge in support of a transformation towards a more sustainable situation.

The societal construction of reality refers to the way individuals and groups interacting over time and space perceive and interpret reality and thereby give and take meanings. See for example Berger and Luckmann (2003). I do not argue that the scientific community acted illegitimately in any way.

However, some part of this may be explained by the fact that mostly new buildings implement the Minergie standard. New buildings in general provide larger floor space than old buildings. Further, some of this may also be explained by the fact that mostly tenants with high income live in new (and hence energy-efficient) buildings.

POLIS (2007) provides an analysis of rented and owner-occupied flats in Switzerland in the years 2001–2003, based on data from the Swiss Federal Office for Statistics. Specifically, renovation behavior was investigated based on a survey of rental prices, that was conducted in the year 2003 (“Mietpreis-Strukturerhebung 2003”).

Note that the CO\(_{2}\) tax was initially conceived as a pure incentive tax. In a revision of the CO\(_{2}\) law, the parliament decided to use a third of the proceeds from this tax for the building program. Some critics were strongly opposed to this change because the incentive tax now became partially a regular tax.
