Abstract
This paper analyzed the role that Binhai New area FDI plays in the economic development from two visions: capital accumulation and exports level. Based on the analysis, this paper presented conclusions. The Binhai New Area should change the investment attracted model, and fully play the leading role of FDI technology transformation in the Binhai New Area innovation. And it also could adjust the foreign investment attracted policies and industry sectors, to pull the foreign investment to the industries which have higher prospects such as advanced processing and manufacturing and tertiary industry. At the same time, it should deepen the understanding of strengthening the foreign-enterprises-rooted.
