Abstract
It’s urging to construct the university students’ learning atmosphere, which is aimed at implementing the arrangement of National Ministry of Education, accelerating teaching reform, and cultivating talents with high qualities for the society. Based on the important ideas of “The Three Represents” which directs the construction, this article puts forward the goals of every phase, obtains the measures and manipulating points, and lastly points out how to make sure the realization of the goals of the learning atmosphere’s construction. The exploration and research on these aspects are an eternal theme of university’s learning atmosphere construction, and also a talents’ project with strategic meaning.
