Abstract
Shuanyou Ma thinked that China ’s active fiscal policy had played a certain role to promote consumption growth and export growth. The popurse of the paper is to evaluate and analyze the promoting effect of local active fiscal policy to local economic growth. We deduced the calculation method about the effect of local fiscal policy on local economic growth through GDP composition model by expenditure approach accounting. We used the data of Liaoning general budget expenditure and GDP from 1998 to 2008. The results show that the active fiscal policy in Liaoning has played a leading role to promote economic growth. Especially after 2004, the effect is more significant.
