Abstract
In this paper, an exemplary overview of the application of new technology in language learning and teaching is presented. Then with the development and the practice of mentioned competences the utilization of new technology will be illustrated. Furthermore, opportunities of language learning on the web and further training for foreign language teachers will be disparately elaborated on in the following section. As a conclusion, some defects on the use of new technology in foreign language learning and teaching will be discussed as well.
