Abstract

The core of the law and economic theory is to obtain the maximum benefits at the minimum costs. The environment and economic growth of the contradictions are becoming increasingly prominent today, how to obtain most of the economic performance with loading down the environment at the same time? The text proposed the sustainable development as guiding ideology, in coordination to develop as guiding principles, the "guidelines on prevention" as guidelines.
