Abstract
Preventing and mitigation of disasters need basic understanding about the phenomenon/event; knowledge of what to do before the event; knowledge of what to do during the event; and knowledge of what to do after the event. Policy level, approaches to identify and plan for expected changes need to be linked with approaches that allow local populations to evolve their own reaction strategies in response to the opportunities and restrictions they face within their location-specific contexts (Marcus 2010).
