Die Qualität von Entscheidungen hängt von der Qualität der zugrunde liegenden Informationen ab. Aber: Information kostet und ist oft nicht vollständig vorhanden. Information ist außerdem nicht die einzige Grundlage im Entscheidungsprozess. Entscheidungen und deren politisches Gewicht werden in der Regel von den Interessen der Beteiligten und Betroffenen bestimmt. Was Entscheidungen bestimmt, sind in der Regel die Interessen der Beteiligten und Betroffenen und deren jeweiliges politisches Gewicht. Wie müssen Informationen also aussehen, um für die Entscheidungsfindung nutzbar und fruchtbar zu sein?
