Abstract

This chapter focuses on the behavior of possible policies. It first introduces in Sec. 2.1 two additional properties that a policy must satisfy in order to avoid pathological behavior of one form or another, i.e., to be truly proper, and then examines (in Sec. 2.2) key properties of proper policies.
