Zusammenfassung
Die Personalarbeit in einer Organisation sollte eng auf die langfristigen Ziele der Organisation abgestimmt sein. Solche Ziele können z. B. das Erreichen einer bestimmten Eigenkapitalrendite, die Ausrichtung der Organisation auf bestimmte Kernprodukte, die Sicherstellung eines bestimmten Qualitätsniveaus der Produkte oder die Präsenz im asiatischen und nordamerikanischen Markt sein. Die Personalplanung soll dazu beitragen, dass diese Ziele erreicht werden können. Dazu müssen im Rahmen der Personalplanung z. B. folgende Fragen beantwortet werden: Innerhalb welches Zeitraumes (dies betrifft die Altersstruktur der Organisation) werden wie viele Mitarbeiter mit welchen Qualifikationen (dies betrifft die Qualifikationsstruktur der Mitarbeiter der Organisation) für welche Art von Stellen (Leitungspositionen, Fachpositionen, ausführende Tätigkeiten) benötigt, um diese Ziele zu erreichen? Die Personalplanung muss sich aber auch der Frage stellen, wie das Überleben und die Leistungsfähigkeit der Organisation sichergestellt werden können, wenn die Prognosen versagen, weil unvorhergesehene Entwicklungen und Veränderungen der Umwelt eintreten.
