Abstract

Energy and environmental policies should be one of the most important measures for CO2 emission abatement. Through properly introducing related policies, the exterior environmental costs can be internalized, the market behaviors can be regulated and controlled in a macro way, the behaviors of producers and consumers can be changed, and thus the development of economy could be guided toward a low-carbon direction
