Abstract
This paper deals with a problem of restructuring the Korean rail freight network. It presents a multi-commodity network flow model for the problem. The model is designed to support decision-making on capacity expansion of rail terminals in order to minimize demand loss during restructuring. A network based approximation technique is presented to handle customer behavior on demand loss.
