The “Visions and Strategies for Spatial Development in Germany”1 have provoked new discussion on Leitbilder in spatial development.2 They are seen in the tradition of German spatial planning, the purpose of which is to create desirable spatial structures. New Leitbilder are a response to globalisation, to the transformation processes induced by the unification of Germany, to demographic change, and to the eastward enlargement of the European Union.3
