Die Ermittlung des Personalbedarfs gehört zu den wichtigen personalwirtschaftlichen Aufgaben mit relativ langer Tradition. Ansätze zur Ermittlung des quantitativen Personalbedarfs mit Hilfe von Kennzahlen oder von statistischen Methoden stehen am Anfang der Entwicklung (vgl. Marx 1963, 38–49). Trotz früher Hinweise auf Notwendigkeit und Ansatzpunkte einer qualitativen Personalbedarfsplanung (vgl. Marx 1963, 50–53) hat sich diese weitaus später und langsamer als die quantitative Ermittlung des Personalbedarfs entwickelt.
