Definition. Jedem Unfall geht eine technische, physikalische, menschliche oder organisatorische Gefährdung voraus. Jede Gefahr wird, solange sie besteht und nicht ausgeschaltet wird, mit Gewissheit früher oder später Unfälle verursachen. Gezielte Verhütungsmaßnahmen können Unfälle signifikant vermindern, unter der Voraussetzung der Kenntnis der Unfallentstehung.
