There are many ways violent conflict complicates, confuses, and obstructs the efforts of planners, engineers, and others to assist people in protecting themselves, their livelihoods, and their built environments from natural hazards. For example, civil war and the so-called ‘war on drugs’ in Colombia have displaced more than a million rural people, who have sought a more secure existence on the edges of large cities such as Bogota.
