Abstract

Random fluctuations in physical quantities have always attracted the interest of scientists and engineers. Physicists are usually interested in fluctuations inasmuch as they carry information on the dynamics of the physical phenomena under observation. Engineers, on the other hand, usually treat random fluctuations as undesirable, but unavoidable, effects that limit the reliability of their systems and therefore must be understood.
