Abstract
During the 1990s the concept of Rural Development gained considerable importance within the Common Agricultural Policy (CAP). With the 1992 CAP reform the model of Multifunctional Agriculture was introduced, in which production linked supports were decreased in favour of environmentally and socially useful, so-called ecosocial payments. In the Agenda 2000, rural development has finally become a separate pillar within the CAP. With this step the system of area based normative payments was also structurally separated from the measures supporting farming practices in which social and environmental aspects are taken into account.
