Zusammenfassung

Der Gebrauch von legalen und illegalen Suchtmitteln ist weit verbreitet (Die Drogenbeauftragte der Bundesregierung 2004, Office of Applied Studies 2005). Dabei wurden und werden die gleichen Substanzen von verschiedenen Gesellschaften durchaus unterschiedlich beurteilt, wobei die Einschätzung nicht unbedingt rationalen Gründen folgt (Hurrelmann 2004). Beispiele dafür sind die Prohibition in den USA in den 1920er-Jahren, die unterschiedliche Einschätzung von Cannabisprodukten in den Niederlanden und Deutschland oder der weit verbreitete Gebrauch von Kokablättern in Südamerika. Demzufolge spricht die World Health Organization (WHO) auch in einer sehr lesenswerten Monographie wertungsneutral von psychoaktiven Substanzen (World Health Organization 2004). Im allgemeinen Sprachgebrauch werden die gesellschaftlich akzeptierten legalen Suchtmittel Alkohol, Koffein und Nikotin meistens als Genussmittel bezeichnet.
