Abstract

Globalization is accompanied by another worldwide process: that of the regionalization of social, political and economic life. Russia is no exception. In a federation as large and diverse as Russia, however, the policies of the regional and local governments play a crucial role in determining outcomes. On one hand, the focus of the inter-budget relations reform is shifted to regions, while on the other hand, regions compete for investments that require investor-friendly environments.
