Zusammenfassung

Die Reduzierung der drückenden sozioökonomischen Problem- und Reformlast war und ist ein zentrales Anliegen aller post-autoritären Regierungen der Philippinen. War die Reformierung extrem ungleicher ländlicher Besitzverhältnisse Aquinos sozialreformerisches Ziel, so legte Ramos besonderes Gewicht auf ökonomische Liberalisierungs- und Stabilisierungsmaßnamen sowie die Reform des Steuersystems. Der parlamentarische Weg der Steuer- und Agrarreform sowie die Leistungsbilanz beider Programme kann uns weitere wertvolle Hinweise auf die Ergebnisse philippinischer Politik im Allgemeinen sowie das Einflusspotential oligarchischer Interessen auf politische Entscheidungen im Besonderen geben. Schließlich soll eine Analyse der philippinischen Außenpolitik Aufschluss über den Beitrag der Philippinen zur Vertiefung regionaler, interregionaler und globaler Kooperation geben.

    Im Mutual Defense Treaty heißt es hierzu in Art. IV: „Each Party recognizes that an armed attack in the Pacific Area on either of the Parties would be dangerous to its own peace and safety and declares that it would act to meet the common dangers in accordance with constitutional processes.“ Art. V definiert eine Gefahrensituation genauer: „For the purpose of Article IV, an armed attack on either of the Parties is deemed to include an armed attack on the metropolitan territory of either of the Parties, or on the island territories under its jurisdiction in the Pacific or on its armed forces, public vessels or aircraft in the Pacific“ (Yale Law School 2008).

    Im Jahre 1967, also zwei Jahre nach der der erfolglosen Gründung von Maphilindo, sollte mit der Schaffung der Association of Southeast Asian Nations (ASEAN) durch Singapur, Malaysia, die Philippinen, Indonesien und Thailand im Jahre 1967 die erste regionale Institution Südostasiens auf den Weg gebracht werden.
