Evaluationen, die Einschätzung der Wirkung bestimmter Maßnahmen bzw. Programme zur Erreichung eines Zieles, haben eine lange Tradition und dürften letztlich auf den Ursprung der Menschheit zurückgehen. Lösel und Nowack (1987: 57) machen Beispiele einer Programmevaluation bereits in der Bibel im Alten Testament aus.
