Zusammenfassung
Dies ist ein Essay über die Schwierigkeit, Organisationen nach bestimmten Zielvorstellungen zu gestalten. Organisationen sind hoch komplexe Systeme. Wird gestaltend in sie eingegriffen, ist es kaum möglich, die Effekte dieser Eingriffe zu prognostizieren, geschweige sie zu steuern. Neben erwünschten Effekten treten unerwünschte auf. Versuche, diese zu beseitigen, können weitere Nebeneffekte auslösen. Dies ist vor allem also auch ein Essay über unerwünschte Nebeneffekte. Zunächst wird aufgezeigt, dass organisationale Regeln immer sowohl einengend als auch befähigend sind. Eine dieser Wirkungen in den Vordergrund zu rücken, bedeutet immer, dass Wirkungen von Regeländerungen nur höchst unvollständig erfasst werden. Öber die Konzentration auf die intendierten Effekte verliert man die nicht intendierten aus dem Blick.
