Zusammenfassung

Wie zahlreiche Beiträge dieses Lehrbuchs verdeutlichen, hat das Ende des Ost-West-Konflikts die internationale Sicherheitspolitik und die westlichen Militärapparate in vielerlei Hinsicht stark verändert. Der vorliegende Beitrag befasst sich mit dem Trend der Privatisierung in der auswärtigen Sicherheitspolitik westlicher Demokratien, der ebenfalls seit den 1990er-Jahren zu verzeichnen ist. Unter Privatisierung von Sicherheit wird die Bereitstellung von Dienstleistungen im Sicherheitsbereich verstanden, die vormals von staatlichen Akteuren erbracht wurden und nunmehr an nichtstaatliche, (private) profitorientierte Unternehmen ausgelagert werden (Avant 2005: 26). Privatisierungsmaßnahmen treten im Sicherheitsbereich vor allem in Form von Public-Private-Partnerships (PPPs) auf, d. h. Kooperationen zwischen staatlichen und privaten Instanzen, oder in Form der Beauftragung sog. Private Security and Military Companies (PSMCs), also privater Sicherheits- und Militärfirmen.
