Aufstandsbekämpfung im Spannungsfeld der Nationalismen: Das britische Antiterrorismus-Engagement in Nordirland

Zusammenfassung

Mit dem Auslaufen der Operation Banner – so die offizielle Bezeichnung des fast vier Jahrzehnte andauernden Einsatzes der britischen Armee in der Unruheprovinz Nordirland -am 31. Juli 2007 ist nicht nur das längste operationeile Engagement britischer Streitkräfte in einem spezifischen Konflikt zu einem Ende gekommen. Ebenso manifestiert sich in diesem Datum der vorläufige Abschluss eines langen und schwierigen Prozesses, der zur Befriedung der nordirischen Troubles geführt hat (Iron 2008: 183 f). Zwar ist Gewalt, die zumindest vordergründig politisch motiviert ist und die ihre Legitimation immer noch aus dem antagonistischen Verhältnis von ‚protestantischer‘ und ‚katholischer‘ Bevölkerungsgruppe, genauer gesagt aus deren politischer Artikulation als ‚Unionismus‘ und ‚Nationalismus‘ herzuleiten sucht, längst nicht aus dem Alltag Nordirlands verschwunden (SZ 2009a und 2009b), und die langfristige Stabilität der mit dem Karfreitagsabkommen wieder eingerichteten regionalen Legislative und Exekutive, dem Stormont, wird von den meisten Kommentatorinnen und Kommentatoren immer noch äußerst vorsichtig bewertet (Dixon 2008: 319 fund Korstian 2008: 30). Die Thematik von Bekämpfung und respektiver Einbindung nichtstaatlicher politischer Gewaltakteure ist aber nicht länger das alles überschattende Paradigma nordirischer Politik.
