Zusammenfassung
Good Financial Governance (GFG) ist das wertorientierte Leitprinzip der Gesellschaft für Technische Zusammenarbeit (GTZ) für Reformen im Bereich öffentlicher Finanzen in den Partnerländern der deutschen Entwicklungszusammenarbeit (EZ). GFG orientiert sich dabei am Leitbild nachhaltiger Entwicklung. Die zentralen Anliegen von GFG sind die verantwortungsvolle Erschließung und Verwendung der Finanzmittel durch den Staat, die Erhebung von staatlichen Einnahmen nach transparenten und gerechten Kriterien, dass öffentliche Ausgaben nachvollziehbar wie effizient geplant werden und dabei politische Prioritäten und die Bedürfnisse der Menschen widerspiegeln. Wichtige Voraussetzungen für die Verwirklichung dieser Anliegen sind eine leistungsfähige, nach den Prinzipien der Rechtsstaatlichkeit handelnde Verwaltung und die konsequente Bekämpfung von Korruption.
