Zusammenfassung
Das Überschuldungsproblem der Entwicklungsländer (EL) ist eine unendliche Geschichte, deren Lösung die im Pariser Club zusammengefassten öffentlichrechtlichen (bilateralen) und die multilateralen Gläubiger mit ihrem „Schuldenmanagement“ bislang verhindert haben. Schon 1992 wurde nachweislich von zumindest einem öffentlichrechtlichen Gläubiger erkannt, dass es sich nicht wie fälschlicherweise von den öffentlichen Gläubigern behauptet um eine Liquiditätskrise handelte, sondern um Insolvenz.
