Zusammenfassung

Entwicklungspolitik und Friedenspolitik hängen in zweierlei Weise zusammen. Das ist zunächst einmal auf der rein diskursiven Ebene der Fall: Friedenssicherung findet sich verbreitet unter den Argumenten, mit denen Ausgaben in der Entwicklungspolitik begründet werden. Zum anderen gilt das für die Ebene der Wirkungen: „Negativer Frieden“ ist natürlich auch eine Voraussetzung für Entwicklung, doch tritt hier der Aspekt des globalen sozialen Ausgleichs als Element des „positiven Friedens“ in den Vordergrund, d. h. des Abbaus struktureller Gewalt. Diese Begriffe wurden in der Friedensforschung der späten 1960er und frühen 1970er Jahre eingeführt, auch wenn man sagen kann, dass der Zusammenhang zwischen diesen Konzepten und dem Begriff „Frieden“ als „Abwesenheit von Krieg“ (durchaus auch im Sinne der „neuen Kriege“) bis heute nicht zufriedenstellend geklärt ist.
