Nachhaltige Entwicklung durch gesellschaftliche Partizipation und Kooperation? – eine kritische Revision zentraler Theorien und Konzepte

Zusammenfassung

Partizipation und Kooperation gelten weithin als Voraussetzung für nachhaltige Entwicklung (Meadowcroft 2004). In einem prozeduralen Verständnis von nachhaltiger Entwicklung kommt den Prozessen gesellschaftlicher Partizipation und kollektiven Lernens ein Eigenwert etwa als Ausdruck einer „sozialen Säule“ von Nachhaltigkeit zu (kritisch hierzu Lele 1991). In einem substanziellen Verständnis von nachhaltiger Entwicklung dagegen werden Partizipations- und Kooperationsprozesse als förderlich zur Erreichung bestimmter materieller Ziele wie Ressourcenschonung, Wohlstand oder Verteilungsgerechtigkeit angesehen. Das zuletzt genannte Verständnis scheint dabei im wissenschaftlichen Diskurs zu dominieren, denn meist ist von Nachhaltigkeit und Partizipation, weniger dagegen von Nachhaltigkeit als Partizipation die Rede (Baranek & Walk 2005; Feindt & Newig 2005; Koontz 2006; Heinrichs 2007).
