Zusammenfassung
Twittern, bloggen, gruscheln – selten stand die politische Online-Kommunikation in Deutschland so im Mittelpunkt des öffentlichen Interesses wie zur Bundestagswahl 2009. Bereits ein Jahr vor dem Wahltermin begannen Journalisten und politische Beobachter in zahlreichen Beiträgen nach der Rolle des World Wide Web im bevorstehenden Wahlkampf zu fragen. Sie sprachen von der „Macht des Internets“ (Reichart, 2009), der „Web-Wunderwaffe“ (Anger, 2009) und einem neuen „Leitmedium“ der Wahlkampfführung (Laufer, 2009, S. 24; Pfannenmüller, 2009, S. 28). Kampagnenmanager folgten diesem Tenor einhellig, indem sie das Netz als neue „‘Startrampe für politisch Aktive‘“ (Pofalla zit. n. Bialek, 2009), als „‘Herzstück‘“ (Wasserhövel zit. n. Merkel, 2009, S. 3) und „‘Motor der Wählermobilisierung‘“ (Wasserhövel zit. n. Lachmann, 2009, S. 4) beschrieben und das Internet erstmals in größerem Umfang zur Gestaltung ihrer Offline-Werbemittel einsetzten (vgl. Knobloch, 2009a, 2009b; Roleff, 2009; Weißmüller, 2009). Auch Agenturen, Verbände und Institutionen der politischen Bildung interessierten sich verstärkt für den Einfluss der Online-Kommunikation und lancierten während der Bundestagswahl zahlreiche Meinungsumfragen, Beobachtungstools und Kurzanalysen, um den Inhalten, der Verbreitung und Wirkung des E-Campaigning nachzuspüren (vgl. u.a. BITKOM, 2009; BVDW, 2009; Brain Injection, 2009; Fittkau & Maaß Consulting, 2009).
