Im Oktober 2009 hat sich in Kampala, der Hauptstadt von Uganda, unbemerkt von der Öffentlichkeit außerhalb Afrikas, Außergewöhnliches ereignet. Die Staats- und Regierungschefs der Afrikanischen Union (AU) unterzeichneten eine Konvention zum Schutz und zur Hilfe von so genannten Binnenvertriebenen in Afrika (UNHCR 2009a).
