Zusammenfassung

Das Leitbild einer neuen Kultur des Friedens und der Gewaltlosigkeit wurzelt in den Denkansätzen und in der Praxis der Friedensbewegungen des 20. Jahrhunderts. In der Zeit als der Ost-West-Konflikt zur Neige ging, mehrten sich weltweit wissenschaftliche und friedenspolitische Stimmen, die sich – um einen Rückfall in das Zeitalter der Konfrontation unter allen Umständen zu verhindern – für eine grundlegende Neuorientierung der Konzepte von Frieden und Sicherheit einsetzten. Sie plädierten dafür, nicht länger Krieg und Konflikt, sondern Frieden und Kooperation als den natürlichen Zustand menschlicher Existenz zu begreifen und darauf hinzuwirken, dass sich die Menschen dementsprechend in ihrem kulturellen und politischen Verhalten vom Ziel der Erhaltung des Friedens als sozialisierender Norm leiten lassen. Als „Kultur des Friedens“ sollte dieser Paradigmenwechsel sowohl auf der Ebene (zwischen-)menschlichen Verhaltens, im Bemühen um die Förderung innerstaatlichen Friedens, als auch als Entwicklungsperspektive des zwischenstaatlichen internationalen Systems wirksam werden. Die Vereinten Nationen (UNO), insbesondere ihre Sonderorganisation für Bildung, Wissenschaft, Kultur und Kommunikation (United Nations Educational, Scientific and Cultural Organisation/UNESCO) und ihre Mitgliedstaaten wurden zu zentralen Adressaten dieser Anstrengungen.
