Zusammenfassung
Das internationale System ist gegen Ende dieses Jahrtausends in friedenspolitischer Sicht mit großen Problemen, aber auch mit neu eröffneten Chancen konfrontiert. Ruanda, Bosnien, Nagorny-Karabach – diese Gruppe von Fallbeispielen repräsentiert die anhaltenden Konflikte, die die internationalen Beziehungen in den Nachwehen des Kalten Krieges zu kennzeichnen scheinen. Sie sind in der Regel asymmetrisch, vornehmlich durch ethnische Spannungen innerhalb von Staaten geprägt, und sie sind gewöhnlich mit einer Kontroverse über das Wesen von Staat und Gesellschaft verbunden. Bei genauerer Betrachtung erkennt man, dass sich zahlreiche Themen überschneiden und verschiedene Akteure zugleich involviert sind. Diese verfolgen scheinbar unvereinbare Ziele: Sie betreffen ihre materiellen Interessen, die historische und kulturelle Basis ihrer Gemeinschaften und das Streben nach Formen legitimer Identität. Angesichts solcher Beispiele erscheint es fraglich, ob friedliche Lösungen für gewalttätige Konflikte überhaupt möglich sind.
