Die Diskussion um Urban Governance unter Beteiligung der Zivilgesellschaft hat in den letzten Jahren unter Sozialwissenschaftlern und Politikern einen enormen Aufschwung erfahren. Insbesondere im Kontext sozialer Stadtentwicklung scheint es mittlerweile Common Sense zu sein, dass eine Revitalisierung benachteiligter Stadtquartiere nur im Zusammenwirken mit lokalen zivilgesellschaftlichen Akteuren und Bewohnern Erfolg versprechend ist. Zahlreiche europäische Staaten haben stadtpolitische Förderprogramme aufgelegt, die partizipative Verfahren bei der Ideenfindung, Entscheidung und Umsetzung von Stadtpolitik vorsehen (z.B. Bürgerhaushalte und die Programme Soziale Stadt in Deutschland, Politique de la Ville in Frankreich und New Deal for Communities in England).
